I intended to show a Combine city that perhaps embraced the new way of life moreso than C17, where the Tokyo style could blend in with the CCA's trademark structures.
As with City 17, the Universal Union has installed a Citadel and surrounding walls, and the rest is all pretty much common knowledge.
